The Federal Goverment raises money through taxation. Some states contribute more in these taxes paid to the federal government than others do. The federal government than gives some of the money back for projects such as Medicaid, infrastructure, education, etc. in the case of California, the money the federal government receives through taxation far exceeds what they give back to the state.

An example of the reverse would be West Virginia. A very poor state, with a high MAGA population. The federal government gives more money back to West Virginia than the taxpayers of WV contribute.

Now, if all states paid in as much as West Virginia did our federal deficit would explode from what it is today. Conversely, taxes would have to be raised to meet federal expenses, or massive program cuts would have to be implemented, or just let the deficit get even larger than the out of control state it is already in today, or all of the above. So as a result of the above average dollar contributions made by states like California, our federal tax rates can remain lower.
