The problem is there is a lot less of them moving around.

Take your pick. Striped Bass are way down. Bluefish are way down. Winter Flounder are practically non existant and Weakfish used to be fairly common years ago aren't anymore. I don't like regs more than the next guy but we have proved time and time again we cannot police ourselves.
