    I think they know that if they are drunk & leave the scene, they may end up getting charged with leaving the scene, but 8 or 10 hours later no one can prove they were drunk.

    I think in N.Y. you have to document that it was reported as a dangerous condition & then if it's not fixed in a number of days, I don't remember how long, you then have a chance to get reimbursed.
