The rod is fine but you can go lighter if you want. I usually fish a 6 pound set up, plenty for trout and strong enough for the occasional pickerel, bass, or abrasion. Waders help depending on where you're fishing, just be wary of walking up steam since you'll stir up the bottom. Bait/artificial...

Havent seen a sturgeon in the wild in years, good to hear they're still around over here. One of my favorite fish. Hopefully will be fishing for them on The Columbia River in Oregon/ Washington come September. Would love to release a giant

Haven't seen the list yet, should have a list by the end of March and stocked in April/May. I heard some local rivers were stocked early with some fish to get things going, found a few holdovers myself.
Power plants as others said above, caught bass up until the end of January in the usual fall spots some years though. I suppose sometimes if there's enough bait they'll stick around longer than usually willing.
