As a professional, you probably would not take out your cell phone and call the DEC to report them.
They do come if called. One or two boats getting boarded and fined would end that quickly as the word spread.
If the Conn boats take BSB in our waters.....Aren't they subject to NY regulations?
Do they ever get boarded while in NY waters? If they were then it stop pretty quickly.
But how does this make sense?

1 fish at 12.5 inches July 1 – Aug 31

Stupid question: All boats have ID. Hull ID and serial number plates from the manufacturer. Unless the person abandoning the boat, sanded off the Hull number as to be unrecognizable and removed all the serial number plates, can’t they find the owners and bill them?

I hope he is getting good money for the charters. I can't imagine that engine will live as long as one that is used as expected.

Things like if your in 'his" spot he get his boat and push you out of the way. I have even heard stories he shot at people.
