The 2025 NY Fluke regs allow 4 keepers with 19" minimum size, but > 19.5" after 8/2 :-o The 2025 NJ Fluke regs allow 3 keepers at 18" all season.
The difference in NY/NJ fluke bag limits began in 2019 when NJ was penalized 1 fluke when NJ went out of compliance with ASFMC guidelines.....

Got out for a quick morning fluke run to Long Branch NJ, good conditions, west wind, gin clear water. Most action in 40' , couple of nice sea bass too. Our 3 keeper fluke were 20-24". Even our seabass today would've been legal in NY :p
State regs are established based on fed parameters and prior year state regs. NJ has historically 'come to the table' with vigor.
