Let's see what the East Hampton court does...

Striped Bass Bust Suffolk County
On May 20, ECOs DeVito, Simmons, and Della Rocco boarded multiple commercial and recreational fishing vessels while on patrol in Montauk. The Officers boarded a returning commercial boat loaded with totes of striped bass on the stern to check for compliance with State fishing regulations. While interviewing the boat captain, Officers discovered the striped bass harvest tag on each fish belonged to another individual who was not on board, rendering all the fish on the vessel illegal. The ECOs seized the striped bass as evidence for documentation and counted 37 fish, totaling more than 350 pounds, each tagged with the improper permit number. The Officers issued several tickets to the captain for the violations, returnable to East Hampton Town Court.

The photo is a bit misleading. Although they broke the law, each bass was tagged with a legitimate NYS bass tag and was authorized for harvesting.

You can't fill someone else's tags. That's the violation.

It's common in Montauk as many old timers who can't fish but still get tags have someone fill them for a percentage. Many guys rely on that money every year.

It's one of those "letter of the law" things.

IMHO, Should be a stern warning if its a first offense, the fish are all legal size and the tags are legit.
