Buying tickets tofish the cape cod canal?

apparently the Army Corps of Engineers is selling tickets for 6ft social distance safe spaces, for Fishermen at the cap cod canal this year. I m wondering who is going to enforce this. Its a mess there as is.. this should be interesting. What are your thoughts? Is this real? Is this Soviet Russia? Or is it a good idea?
