Going to Cancun End of July

I'm going on a vacation to Cancun with the family at the end of July. I'd love to take a pole and a few lures and maybe some gulp or fish bites, to fish from shore

Got a few Questions:

1) Do I need to get any type of license?
2) Is it allowed?
3) What can I expect to catch from shore?

I'll take any other comments you can help me with

I know in Cabo, licenses are a big money grab. Not sure about the east coast.
I used to go to Tulum which is further south. Every morning I would see permit and bonefish feeding. I would also see big 'cudas lazily swimming by. Jacks were always around.
I would say small plastics would be a way to go as well as a kastmaster or 2.
