Hi John,
The line going form Orient to Watch Hill actually spans 2 NOAA Govt. Nautical charts. However, I found and app known as "IBoating" that has a chart called "LI Sound,- Eastern Part Conn/NY that does show the entire area. It is one of those special fishing type charts showing popular locations, bottom composition, etc.
If you don't want to buy the app, simply speaking the entire Eastern LI Sound from the North Side of Orient all the way east ,in the LI Sound, through Fishers I Sound on the north side of Fishers to the Eastern most point of Fishers Island is in the LI Sound zone which opens 10/11. So, anywhere you might fish north of Plum is fine.
The technicality that comes into play is what ramp will you launch from. Strictly speaking the location where you actually land the fish is the regulation you must follow. So, if you launch from somewhere int he Peconics, the southern NY Bight zone,, theoretically you can't return with the fish you legally caught in the northern zone until 10/15. Personally, I have never seen this enforced, but I guess if a hard-nosed DEC guy wanted to flex his muscle, he could cite you.
