Fluke, sea bass and scup

It's the same if not worse for us in the Peconics in the spring, Capt FP.. The CT boats team across the sound to wail on the Porgies and are also taking all those big. beautiful "Heartbreak" Sea Bass we have to return until our season opens over a month later. In fact, those May and early to mid-June fish are some of the biggest Sea Bass we see in the Peconics all year. Once the NY fishery opens, we have to fish the Sound to actually catch keepers. No way to manage a fishery in my mind either.

IF, and I know that's a big IF, we meaning NYS, had the resources available couldn't we somehow enforce the regs on the water while they are still fishing? I mean even if they are based in CT they still need to be compliant while in NY waters correct? Its maddening enough that they are taking fish we can't keep in our own backyard but its an extra kick in the groin if they can also take 5 fish vs. our 3????

No wonder residents are leaving NY In record numbers. This is what happens when you have raving lunatics running the show. NJ sea bass season opens a month before new york does. Now if I go to NJ to fish I can keep black sea bass and bring them back to ny. Is this correct. Sea bass is opened may 22 in NJ and your allowed to keep 10. What is wrong with this picture
 
Interesting discussion on what you can keep if not from that state.

I assume if in NY waters, a Conn boat could be boarded and fined if they have out of season sea bass? They be fine when they crossed back to Conn waters.

The opposite, a fisherman fishing in Conn where the regs are different would face fines if he brought them ack to NY and a DEC was at the docks checking boats.

What is the flaw in my understanding?

For this meeting, is there data to review? People just giving opinions may not be the best way to decide.
 
It all depends where your boats home port is. You can leave from NY to fish in CT, NJ or RI, but you can’t bring back seabass(or any species) if the season is closed in NY. Neither can you bring back more than the NY bag limit of 3 or smaller than 15” size.

I fish on party boats. I used to have my own boat but we sold it. If I decide to fish on a NJ boat could I travel to Jersey and keep fish and bring them home to ny. Should of been more clear with that I apologize.

I don't think so. It matters where you are. An Orient Pt. boat fishing in RI and then heading home through Conn. has to worry about 3 state regulations.
 
MM- Yes you do in certain circumstances. Example would be black fish season. An Orient boat fishing in Rhode Island would still have to abide by the Ny limit of 3 and couldn’t transit through Connecticut waters after November 28th because the season is closed in Connecticut. It gets very confusing fishing state boundary lines. Someone like Capt Mike would know this very well since he could fish 3 different states in a single day.
 
This is so confusing. Sea bass opens May 22 in NJ. I Live in queens ny. Could I commute to NJ find a party boat that targets sea bass catch fish and bring them home to New York where the season opens in June.
 
If its up to the states what's the use in having regionalization? I fish mainly western Long Island Sound from NY ports. I fish literally next to Connecticut boats that are keeping 5 sea bass a day before NY season is even open.
When I said states, I was including the regions where all the states in the region will have to agree to a common policy.
 
I never agreed with their "conservation equivalencies." It's micromanaging at its worst and the proof is it has NEVER worked. It's just another gimmick that results in states battling states, anglers having to throw back a "short" that is somehow a keeper for the angler in the boat next to them because they'll be headed to a different port. This is where most of the politics come into play.

The facts are clear, aside from Striped Bass, which had more money spent on restoration than any other fishery on the east coast, it's just not working. Fluke, flounder, weakfish, bluefish, blowfish, mackerel, and herring just to name a few of our fisheries that are in trouble. I hope I'm wrong but I can't help but think the slot fish on bass is going to eventually have a negative effect on the fishery.

I don't pretend to have all of the answers, and I do believe that our managers are doing their best. But it can't be denied that we're failing.
To make matters worse the conservation equivalency proposals are based on MRIP numbers which often have PSEs that are off the charts.
 
That's fine in theory, in practice none of them are being stopped in transit.
Yes I did base my comments on theory. In reality there is a very small chance of being stopped while in transit, but still need to be in compliance for the area your fishing and where you land.
 
bassmaster- sorry missed you last post. You fishing in NJ and driving home is fine.
That is good to know but it's a disgrace for party boat captains out of new York that target sea bass. So if your based in NJ you can go into new York waters and keep sea bass may 22 going forward.
 
This is why I don't keep anything anymore, trailering up to R.I. I abide by their rules, when I launch out of Ct, and fish L.I. waters, I will adhere to NY rules, I have print outs of all the regulations for all the states I fish.
As far as Cbass goes, we couldn't get away from them in R.I., I target fluke and the cbass just rip the gulp up before the fluke ever get a shot at it, I too switch over to small diamond jigs or deadly dicks when the cbass start putting a hurt on my gulp supplies, that stuff ain't cheep anymore.

Technically you would be in violation as it's a"possession" law. Once you have more fish in your vehicle than a state allows you have broken the law. As crazy as that may sound.
