Thats horrible and could have been avoided. It is up to the dealership to ensure that any person taking a test ride is properly equipped (helmet etc. maybe FLA doesn't have a helmet law IDK.) and licensed/permitted to ride.

There was no license for a motorbike in Fla unless it’s new. You got a drivers license which covered motorbikes, mopeds. Just after I came up here and surrendered my Fla license, NY made a MC endorsement money grab and like everything else, they didn’t give a shit if you owned one and was riding for years. You had to pay for a test, book and road, plus the license amendment.
We didn’t even need insurance on two wheels to be registered in the 80’s in Fla.
