I feel like just building the bite will suffice. Once they see the commotion they will swim over.
On my boat, and I presume many others, we always save the legs cut off the crabs during prep time and use them to "chum". While I don't think it is as effective as say sending down a frozen log of the target species desired food, it does seem to help to a certain extent.

I also believe most of us have shared the same experience as Matt has noted. Tog are definitely one of those fish where patience is required to "build a bite" assuming there is some life of any size on your chosen drop shortly after you arrive.
