Pretty sure its full rubber. Hasn't gotten sticky yet. Of course in my case it is only exposed to the sun from about 7:30 AM to 11 or 11:30 AM at the latest. Unfortunately it has also only been dunked four times, lol. I just kayak fish in the morning.- pequa1

even the 26" I caught two weeks ago fit (just !) but I really adhere to my "bare bones" mantra kayak fishing. (No bicycle pedals, no electronics except a cell phone, no unnecessary "stabilizers", no rudder, nothing but Gulp! or a livelined snapper for bait.) I may not catch much most days but...- pequa1
