Its true. I blame th MAFMC and ASMFC for failing to make the required its to prevent overfishing. They forced the NMFS into this as thy are required, by law, to prevent overfishing.
No not green eels. Silver eels are the adults and the ones that descend rivers on their way to the Sargassum sea. Many of them are killed by the turbines in hydroelectric dams.
The TAC is determined by the MAFMC's SSC and it must be accepted by the MAFMC per the MSA. NMFS must insure that the TAC is not exceeded, which it was for the last several years and would have been this year had they not enacted the cuts.
This has nothing to do with "overfishing" as that term...
IMHO, it's tilting at windmills. Commercial quota is filled every year and the Recreational harvest limit has been exceeded every year for the last 3-4 years. NMFS is required by law to prevent overfishing and that's exactly what they are doing.
Its going to be interesting in how this pans out. GARFO is required by law to prevent overfishing. But IIRC if you looks at the species (both commercial and recreational) I don't think they would be subject to overfishing in 2022. OTOH GARFO can't unilaterally change the commercial/recreational...
