Because people will still catch them and even target them and the hero pictures of guys holding big bass out of the water cause higher than normal morality on released fish. IMHO higher size limits, like the old one at 36 inches will at least allow the younger (smaller) fish to survive to grow...

Its intended to be for all waters but the states can refuse to comply. The NEFMC will be contacting all affected states to try and get them to comply, but most of the fishing from RI south is done in federal waters anyway.
For 2022 the cod season for Georges bank cod will be closed from May 1, to July 31st. The rest of the year it will be open with a bag limit of five fish per man between 22 and 28 inches. In case you didn't know Georges bank cod are all cod south of the 42.20 line all the way south to Cape Hatteras.
