    I am against this scam for the reasons listed above. Additionally, the State doesn’t have the authority to require a license for the East End residents due to the Dongan Patent which guarantees us the RIGHT to fish here “ without let or hindrance “.

    What you described are fish traps , used since the Indians first created them. Fish pots are another story entirely.
