Fish ID???

These 1" long fish were seen this AM on all of the patches of the green sea weed I saw as I walked to my shellfishing spot this AM. They were alive and would react if poked. Since I live on a tidal river that has a significant elver fishery I'm wondering if they're really small elvers, as the "normal" elver that's harvested is around 4".

Any clues???
