What's with all the tow trucks? What was this for? Lots of American flags (so not a Bidden rally).

There is a guy who cruises Woodcleft Canal with a train horn on his boat. Blows it constantly while cruising the canal. Not sure if anyone has told him how annoying it is. Usually guys with a big horn and lots of noise are compensating for something else that is small.
