Measuring a Seabass

16 1/2" is a lot of fish just to be able to take a Seabass home for dinner, but dang if I don't hear different opinions on how to measure them. I believe the DEC says head to tail but there-in lies the rub. It's that darn filament a Seabass has streaming off it's tail. Some say that's part of the total length while other's say you do not include the length of the filament in the measurement. I bow to this sites wisdom, in or out? Thank you for your opinions.
 
NY DEC regulations state "Black Sea Bass are measured from the tip of the snout (jaw closed) to the farthest extremity of the tail, NOT including the tail filament".

It does get a little tougher each year as they keep ratcheting up the minimums.
