NJ 2019 Fluke Regs: Status Quo

The ASMFC and MAFMC had their joint meeting WEd/Thur and voted for status quo measures. NJ submitted just one option that would allow NJ to open the season one day sooner and close it one day sooner than last year. Therefore the season will likely open on 5/24 and end on 9/21 with a 3 fish bag limit at 18". Also the same seasons and 3 at 17" for Delaware Bay and 2 at 16" for Island Beach. This won't become official until the NJMFC votes for it at their next meeting.

How do they "define" Island Beach? Seems like a bear to enforce...

It works because there is only one entrance /exit to IBSP.

The Island Beach State Park Fluke Program is available to "shore-based" anglers only, defined as fishing from a pier, jetty, beach, bank, or marsh. Anglers participating in this Program may NOT fish from a boat, kayak, canoe, personal water craft, or arrive to the shore by means of water craft.
There will not be a check station for fluke measuring 16 to less than 18 inches. The only requirement is for anglers to retain proof of legal entry to IBSP (park receipt) until returning home or until just prior to consumption if the fish are to be consumed prior to the angler returning home. Those holding Mobile Sportfishing Vehicle Permits are required to request a receipt at the front entrance gate of IBSP.

Holy Crap, what a bureaucratic nightmare!! Don't you guys have yearly park passes? If so, you wouldn't have a "park receipt" of entry to the park, correct? From my foggy memories of my youth and IBSP I don't remember getting any receipt when entering from a car that had a pass...

I'm fine with the regulation and the stipulation of localized, shore-based fishing only, but the enforcement scenario seems quite cumbersome.
