I don't blame this on the recs at all. The fishery was fine until the price went up and the unregulated put fishery exploded. They can't resist going in those pots. They need to permit and limit every pot set for tog. At the prices they're getting live they don't have a chance.

What they need to do on all fisheries is outllaw possession of live blackfish on all fronts all kept fish must be killed and creeled. They are much better bled out anyway
