Penn Squall Level Wind

Early in the fall, at a yard sale I picked up a new in the box Penn Squall bait caster for $50. Reel was new never used, never had line on it. Spooled it up with 10lb braid & realized the level wind works as it should when retrieving line, but when letting line out the level wind stays in one spot. I get on the Penn web site & print out the repair form, fill it out & sent the reel back to Penn. Five weeks later the reel comes back the same condition as I sent it, no invoice, no notes, no explanation, no bill. Next I brought the reel to a local Tackle Shop where they repair reels, it gets looked at & they say they think that's the way it was designed to work. Now I'm now that familiar with bait casters, could that be the way this one works?
 
The reel has a disengaging levelwind mechanism. It’s supposed to disconnect from the spool when in free-spool, so to aid in casting distance w/o the “parasitic” drag of the level wind. Also good for free-dropping a tog jig, whilst using a baitcaster for that app, if that’s your thing.
