A Bristling Standoff Rattles Gun-Friendly Vermont​

In Pawlet, Vt., where a landowner opened a tactical weapons training site, a zoning dispute has escalated into something more dangerous.

PAWLET, Vt. — Fear has gradually spread in the town of Pawlet.

In the hills west of town — which is where the trouble started — the houses are remote, separated by wind-scoured stretches of cropland. Those people are the most jittery.

Some of them have installed cameras with infrared lights so they could pick up figures that might be moving in the dark around their houses. A few have invested in bulletproof vests.

None of it makes them feel entirely safe. Michelle Tilander, 63, a retired physical therapist who moved to West Pawlet 10 years ago, said she had written a letter to be opened in case she or her husband should be hurt or killed.

“The police come in, they’ll find that envelope and they’ll know who to question,” she said.

She is talking about Daniel Banyai, a 47-year-old New Yorker who, attracted by Vermont’s relaxed gun laws, bought 30 acres in this rural town of around 1,400 and transformed it into his dream project, a training camp where visitors could practice shooting as if engaged in armed combat.

For almost two days, Jerry Pikunas has been stuck in his Ventnor house.
A ruptured sewage pipe reported Sunday on Wellington and Dorset avenues near his residence has caused raw waste to flood nearby streets — and the fix could still be days away. The broken pipe is owned by the Atlantic County Utilities Authority.

“It has gotten worse... It’s green and it stinks,” Pikunas said. “I have to get to the Acme, I have some medication I have to pick up. I’m going to attempt to drive through this... (But) this is really, really inconvenient.”

Since the break, about 4 million gallons of sewage is leaking each day, according to Rick Dovey, president of the ACUA. Some of it is entering storm drains which empty out into the bay, and the rest is pooling on four or five blocks surrounding the leak, Dovey said.

The Department of Environmental Protection (DEP) ordered on Tuesday afternoon the suspension of shellfish harvesting in the area known as Lakes Bay and Shelter Island Bay north of the Margate Bridge.

Water samples were taken at six sites selected by the county and the DEP to determine fecal coliform levels in the bay, said Dovey, but lab results are not yet back. He said he is not highly concerned about serious bay contamination.

“It’s a concern for swimming and boating and shellfishing and so forth, but the resiliency of the environment is pretty good,” Dovey said. “If it went on for an extended period of time, then that would be problematic.”

The ACUA and county received approval from the DEP on Tuesday afternoon to pump the leaking sewage onto marsh behind the Ventnor Plaza on Wellington Avenue, Dovey said. Giant pumps will likely be installed and begin sucking up the sewage by Wednesday morning to give people access to their properties, Dovey said.

Crews planned to install a bypass pipe to stop the leak while repairing the sewer main, the ACUA said, but that could take six or seven days. Dovey said two parts of the force main may have been fused together during a repair done 25 years ago, and that could have caused the leak. Vibrations from traffic and construction could have also played a role, he said.

Ventnor Commissioner Lance Landgraf said age likely helped cause the pipe to break. The inner pipe is 27 inches and sleeved in order to get longer use out of it, Landgraf said.

“It’s a 27-inch force main line that has broken. It’s just age. It’s been in the ground for awhile,” Landgraf said. “We’ll talk about the age of that line after this is all fixed and see what (the ACUA) can do to limit the exposure of this happening again in the future.”

Before repairs can happen, the leaked sewage must be removed from the area. The ACUA is waiting on a bypass pipe and parts that go with it that need to be special ordered and manufactured with specific dimensions, Dovey said. Those parts are being sent from Texas and will likely arrive Wednesday, he said.

The bypass pipe will allow sewage to go to the ACUA’s waste treatment plant in Atlantic City instead of spilling onto the street, so repairs can begin on the broken line.

Until the temporary pipe is in place, the city is encouraging Margate, Ventnor and Longport residents to conserve water to minimize the amount of wastewater conveyed through the area where the leak is located.

“If you’re a person who takes two or three showers a day, don’t do that,” Landgraf said. “Take your showers sparingly. We’re trying to limit the amount of water that gets into that waste line.”
