That's a "statistical shortcoming" with calculating a "Coast Wide" recommendation of a coast wide 18% reduction. It doesn't necessarily mean that each state's cut would be 18%. At least NY and RI had the decency to buck up and take their medicine like men, unlike the sniveling weasels of some other more southern states.

By stepping up to the plate, NY & RI have helped the cause and maybe avoid further, even more draconian cuts.

Also needs to be re-iterated that it's a 35" is TOO BIG, the slot goes from 28" to less than 35".
