nobody has basements here - ground water level too high - it'd flood

It can be done. The water table under my house is 3 feet down and the basement goes down 4. You just have to forget about making it a finished basement and make sure you have a good sump pump in a good large sump. When we have droughts during the summer months the basement is dry as a bone. When it rains like this, well not so much.
