Sorta "it's wet out - turn around". I was just asking for clarification. I mean "water's touching the tires". What does that mean?

Had 3 and a half inches In queens. A few houses on the Block had sewer backup again. Lots of flooding. Nassau great neck had 3.78. Northport had 3.50. Water rescues in the Bronx and several road closures.
