Did it have any markings on it? It doesn't look like it was in the water for very long. You should turn it in to the Coast Guard in any event.

But not much crap growing on it. Bring it to the Coast Guard. See what they say. They may appreciate it as they don't like to find unidentified safety devices floating in the ocean. Makes them think a vessel was lost and no distress signal sent. It could be a clue in an underway investigation.
