I think it's a kind of pop up notification on a shared device. If you were following a thread and someone posted to it, you'd get a little screen pop up telling you that.

I can't turn mine on, probably because I have a pop up blocker.

Oh yeah If your on another website or in another thread here and someone repl;ys to a thread here a lil popup shows on your screen letting you know theres a reply another site im one does it lol
