I think in N.Y. you have to document that it was reported as a dangerous condition & then if it's not fixed in a number of days, I don't remember how long, you then have a chance to get reimbursed.

I'm guessing all of them are out of luck, the attempted repair didn't work.

Plowing does nothing to creat a recessed divot. Nor does littering. Hell of a writer right there. Funny that the DOT yard is right there.
