I only used the top step was never a need to use the lover ones at least at that Marina Hell I remember when there was no steps lol
The Tuna Club used to have those built into the bulkhead ladders to get up and down to the boat. At low tide you had to use some of the steps that were under water at high tide and those were dangerous it was more slippery than ice. Especially when loading and offloading the boat gear, coolers full of fish, etc..

About 15 or 20 years ago we redid the entire bulkhead and put in floating docks, with those aluminum ramps to get down, all state of the art, with electric, water, etc.
