clamming or fishing ?

Keep forgetting to ask this but every time I went surfcasting this fall and drive along Ocean Parkway there are from two to half a dozen boats scattered about in the east end of Zachs Bay. what are they doing there ?

probably clamming i think that part of the bay is only winter certified
