1. Paying for a NYSDEC observer on the boat
2 They have to give us 24-hours notice
3. No use of spotter planes
4. Limited net length
5. They can't enter our waters until July 15.
That's just to name a few. I should know as I was there while the bill was written.
NJ has yet to pass the legislation we managed and omega is still allowed to fish there. They haven't fished NY in a decade. They've tried to get back in every year since. Good luck changing legislation that passed unopposed. I remember receiving a call from the Gov's office the night before he signed the bill asking me to take out a few of the above mention regs and we held firm and he signed it that Monday
NJ has been trying for years to get them out, but I'm pretty sure the reduction boats still work in there. I'm not positive but I do recall Tom Fote telling me at the ASA meeting in SC this fall that they had failed again.They were fishing 3 miles + 1 yard offshore. I'm not positive, but I believe that NJ has also banned the reduction boats in its waters. Maybe not the exact same way that NY has done it, but done none the less. The boats off of NJ were also fishing 3 miles +1 yard offshore. In fact there are several articles in the NY Slimes by various green groups complaining that the boats were going to drive away the whales that had been feeding on the bunker.
i'll ask around I have a to of friends who are NJ fishermen on SOL. I'm fine with them being 1 yard off. As long as they don't get anywhere near our inlets and bays, and out of the LI sound, bunker will thrive.
