Thanks for the clarification MM?Its true. I blame th MAFMC and ASMFC for failing to make the required its to prevent overfishing. They forced the NMFS into this as thy are required, by law, to prevent overfishing.
I know a few party/charter boats that would suffer Sept thru December. Scup is a mainstay. Not exactly a C/R species.....Thanks for the clarification MM?

I don’t fish for bass in federal waters, at least not from my own boat and my home port, so honestly I didn’t know that you can still C&R them there??
