GSB Eel Grass Comeback?

I don’t know if it’s me but there seems to be more floating eel grass each year and quite a bit this year.
Anyone seeing it the same way?
The bay really needs it.

I would interpret that as meaning its dying and all the recent efforts to replenish and replant it are not working if its floating
I hope Im wrong
