Did not say that. If for public use, fix with public dollars. If a limited user group benefits, then their dollars should be used.

Plugging an inlet breach affects everyone who lives, works and plays on the bay. Just because a local community receives some benefit doesn't mean it should be entirely on them.

But living near an active volcano as well as on the water is a conscious decision.

So, let's get everybody out of the west and midwest because tornados, and out of the mountains, because blizzards and avalanches, and away from the water because hurricanes? No more fish or fishing because it's risky? Every place has its risks. Granted, I don't have a lot of sympathy for the beach house crowd. But you're kind of making the argument that the people that build those stilt houses on the San Andreas Fault deserve compensation when the house falls in.

Infrastructure is one of very few proper functions of government. Just like the military, it's not something individuals can take care of themselves. Even that they're lousy at, but it's a necessary evil.
