What does the town do with the stuff they pick up?
Here in Town of Southampton they grind it up and give it back away as mulch.
No need to go to garden center to buy mulch(y)

to tell you the truth - no idea - Smithtown does the same thing - down side - you don't know what you're getting when you use it - could be diseased or insect infested

Town here shreds it up. I'm just glad it's gone.

I hear ya but I don't think there's any guarantees the store bought stuff is pure?
 
I have seen piles of mulch at the Smithtown waste facility with steam pouring off. I have pulled a utility trailer thru and the loader dumps a bucket in. That stuff is crazy hot. I'm pretty sure that heat kills off germs and bugs ........ chemical contamination maybe. It is free and looks great ...... i'm ok with that.

Believe it or not, that's heat generated by the bacteria and other organisms decomposing the stuff. I handed a Asplundh truck driver a $20 a couple of years ago and asked him to dump his truck's woodchips in my yard. Some of the stuff had actually been burning inside the truck!!

picked up a load from Smithtown Waste once - got it home (not hot - cooled off before I picked it up?) - started applying it to the garden - lots of bugs began crawling out - some not too nice in that they were some form of caterpillar looking thing - found 'em on my plants the next day munching away at the leaves.............

Last time I used it.

Had a friend relate how some of the stuff he picked up had termites running through it.
 
I do not recommend free mulch on the town the main reason is they use everything you put out for trash on Garden waste day, including the seeds from all the unwanted grasses and weeds people pull from their garden the seeds will not die and they will germinate in your flowerbeds I know this from experience wood chips are fine every few years the bag mulch at Lowes or Home Depot Is mostly clean with very little weed seed or insect problems
