Rather ominous sentence in that letter:

"Due to ongoing impacts of federal budget cuts and the government shutdown, NY does not have the same capacity to evaluate a wide range of options as it has in past years."

Sounds like a pre- emptive explanation for their expected inaction!

I hope I'm wrong.

What this means is that any potential regulatory suites considered by NY need to be approved by commission staff, which has suffered the mentioned impacts.

That said, DEC and MRAC want to hear what people would like to see happen with the extra fish.
