One of the things empasized in a Safe Boating Class is dont exceed the limits on the capacity plate
The capacity plate tells the operator the maximum load capacity of the vessel
in both people and pounds
My 2013 22’ boat has no capacity plate, just an exemption from Diurnal Emissions Standards. As soon as I saw 12 people on that I commented OVERLOAD!!, but without a capacity plate, how is a Captain to know?

I called the MFG and was told it was a thing of the past.

None of the 14 people thought that it was unsafe?
Common sense is highly underrated.

And another is having enough life jackets on board!

What is common sense to most is not to all.
