The Mulford Act was a 1967 California bill that repealed a law allowing public carrying of loaded firearms. Named after Republican assemblyman Don Mulford, and signed into law by governor of California Ronald Reagan, the bill was crafted with the goal of disarming members of the Black Panther Party who were conducting armed patrols of Oakland neighborhoods, in what would later be termed copwatching. They garnered national attention after Black Panthers members, bearing arms, marched upon the California State Capitol to protest the bill.

Assembly Bill 1591 was introduced by Don Mulford (R) from Oakland on April 5, 1967, and subsequently co-sponsored by John T. Knox (D) from Richmond, Walter J. Karabian (D) from Monterey Park, Frank Murphy Jr. (R) from Santa Cruz, Alan Sieroty (D) from Los Angeles, and William M. Ketchum (R) from Bakersfield.[6] AB-1591 was made an “urgency statute” under Article IV, §8(d) of the Constitution of California after “an organized band of men armed with loaded firearms entered the Capitol” on May 2, 1967;as such, it required a 2/3 majority in each house. It passed the Assembly (controlled by Democrats, 42:38) at subsequent readings, passed the Senate (controlled by Democrats, 20:19) on July 26 by 29 votes to 7,[8] and was signed by Governor Ronald Reagan on July 28, 1967. The law banned the carrying of loaded weapons in public.

Both Republicans and Democrats in California supported increased gun control, as did the National Rifle Association of America.[9] Governor Ronald Reagan, who was coincidentally present on the capitol lawn when the protesters arrived, later commented that he saw "no reason why on the street today a citizen should be carrying loaded weapons" and that guns were a "ridiculous way to solve problems that have to be solved among people of good will." In a later press conference, Reagan added that the Mulford Act "would work no hardship on the honest citizen."

The bill was signed by Reagan and became California penal code 25850 and 171c.

I made no comments/judgements regarding the Black Panthers, just that your claim that they took over the Capitol, be it the US or California one, was WRONG as they marched to Sacramento to protest an open carry law. There was no takeover. And, as I noted, you'd probably protest an open carry law being enacted.

Classic tactic, keep lying and/or deflected facts to back up your position until people believe it...

So the party split among migration gainers and losers is even more stark than the governorships suggest.

AEI analyzed several economic indicators to validate trends that have been in place for some time, and may be intensifying. Taxes and living costs are higher in blue states enduring a net outflow of people, and lower in red states gaining new residents. Among the top 10 states losing residents, the combined state and local tax burden averages 9.2% of income. AUSTIN — Anyone seeking evidence that the center of gravity in the Republican Party writ large, and particularly in Texas, has shifted needs to look no farther than Karl Rove’s recent upbraiding of leaders in the GOP who seek to excuse or minimize the violent attack on the U.S. Capitol one year ago.

Rove is well known as one of the masterminds of George W. Bush’s ascent first to the Texas Governor’s Mansion and then to the White House. But long before that — we're talking the 1970s — he supplied much of the brick and mortar for the Republican takeover of state politics.

He helped Dallas oilman Bill Clements become Texas' first Republican governor since Reconstruction in 1978. He was the first operative hired by George H.W. Bush for his unsuccessful 1980 race for the presidency. He helped former Democrat Rick Perry come from almost nowhere, politically speaking, to get elected as the first Republican state agriculture commissioner in 1990.

Four years later, Rove helped George W. Bush unseat Democratic Gov. Ann Richards, which proved the catalyst for the nation's most recent two-term Republican presidency.


Rove practiced a take-no-prisoners approach to politics that made him the most sought-after GOP operative in Texas and one of the top draws nationally. That’s what makes his blunt assessment of the party’s Jan. 6 deniers ring so loudly.

“My criticisms are often aimed at Democrats;” Rove wrote in an op-ed in The Wall Street Journal published one year after the insurrection. “(O)n the anniversary of Jan. 6, I’m addressing squarely those Republicans who for a year have excused the actions of the rioters who stormed the Capitol, disrupted Congress as it received the Electoral College’s results, and violently attempted to overturn the election.

"There can be no soft-pedaling what happened and no absolution for those who planned, encouraged and aided the attempt to overthrow our democracy. Love of country demands nothing less," the piece continues. "That’s true patriotism.”

Rove mentioned no names, but the op-ed landed the same day Texas Republican U.S. Sen. Ted Cruz felt compelled to crawdad back on his recent statement calling the insurrection a "terrorist attack." After he made the remark, some in the GOP castigated Cruz for effectively selling out former President Donald Trump, whose speech on Jan. 6, 2021, before Congress certified his election defeat, was seen as a precursor to the riot.

It's no stretch to say that the path for Cruz and nearly all of today’s top-tier Texas Republicans was paved in no small part by the spade work done by Rove more than a generation ago. The same year Clements was elected governor, there were no Republicans holding statewide office. Of the 31 state senators at the time, 28 were Democrats. Across the Capitol Rotunda, only 19 Republicans where scattered about the 150-member House chamber. Today, the GOP controls both chambers and holds all of the statewide elective offices.

In addition to Clements, Perry and the Bushes, Rove was instrumental in pushing forward the political careers of such Texas Republicans as Phil Gramm, Kay Bailey Hutchison, John Cornyn and others. In their 2003 biography "Bush's Brain," the late former Dallas Morning News Austin Bureau Chief Wayne Slater and former veteran Texas broadcast journalist James Moore called Rove "a man whose presence in an opponent's campaign can chill a Democrat's hopes."

Since leaving the Bush White House as deputy chief of staff for policy, Rove has been more of a pundit than a political trench fighter. In his recent op-ed, he showed his antipathy toward Democrats, chiding them for their "petty habit of aggravating partisan fault lines by indiscriminately condemning all who came to Washington" to protest the 2020 election.

But he said his own party bears a "heavier burden." The burden won't be lifted, he concluded, until all Republicans face the truth of Jan. 6, 2021.

You have a biased opinion. Do you see anyone besides the Panthers on those steps? Unlike the the so called insurrection where’s the unarmed women that was murdered. She had THREE capital police stand aside (that means get out of the way) what five seconds before she was shot. So, if that is a insurrection protesting a failed democracy with flags while being escorted into the federal capital by the capital police. Then common sense would be the Panthers took over the state capital being armed and obviously no police escorts. That Don is how Woke works. Woke meaning only Libtarded rules apply (Biased).

Fact - This WAS a demonstration, and a peaceful one at that. They did not force their way into the California Capital, the word "California" is important to the context you originally posted, isn't? The wanted to read a statement to the assembly but were barred from entering, so they went out and read it on the steps.

A non-violent protest, nobody, including security personnel, were physically attacked and they exited from the Capitol when requested. And importantly, no legislative session was disrupted.

So your use of this in the same light as 1/6/2021 is ABSOLUTELY WRONG. ZERO arrest warrants vs. Hundreds. Oh, those pesky facts...

Six months after they began the Black Panthers, Seale and Newton heard about Mulford’s bill. They decided to dramatically demonstrate their opposition by going to the Capitol.

When they arrived, Ronald Reagan, then near the beginning of his eight years as governor, was on the Capitol lawn, hosting a gathering of eighth-graders. As the armed and fearsome-looking Panthers arrived, Reagan was hustled inside.

The visitors walked into the building, and headed for the Assembly chamber on the second floor, where they intended to read aloud “Executive Mandate Number 1,” a statement in opposition to the Mulford Bill. They were not allowed to enter the chamber, so they went outside and read the statement on the front lawn.


So once again, can you provide FACTUAL EVIDENCE that the Black Panthers TOOK OVER the Capitol back in 1967 and that wording certainly implied the US Capitol. I'd bet you didn't even know it was Sacramento until I pointed it out. If you did know, then your original post was disingenuous...

That was your statement.

BRASILIA, Brazil — A towering slab of rock broke from a cliff and toppled onto pleasure boaters drifting near a waterfall on a Brazilian lake Saturday and officials said at least six people died.

Edgard Estevo, commander of the Minas Gerais State Fire Department, said at a news conference that in addition to the dead as many as 20 people might be missing and officials were seeking to identify them.

Officials said at least 32 people were injured, though most had been released from hospitals by Saturday evening.
Video images showed a gathering of small boats moving slowly near the sheer rock cliff on Furnas Lake when a fissure appeared in the rock and a huge piece toppled onto at least two of the vessels.

Estevo said the accident occurred between the towns of Sao Jose da Barra and Capitolio, from which the boats had left.

The press office of Minas Gerais state told The Associated Press that the fire department had deployed divers and helicopters to help. Minas Gerais Gov. Romeu Zema sent messages of solidarity with the victims via social media.

Furnas Lake, which was created in 1958 for the installation of a hydroelectric plant, is a popular tourist draw in the area roughly 420 kilometers (260 miles) north of Sao Paulo. Officials in Capitolio, which has about 8,400 residents, say the town can see around 5,000 visitors on a weekend, and up to 30,000 on holidays.

Officials suggested the wall coming loose could have been related to heavy rains recently that caused flooding in the state ad forced almost 17,000 people out of their homes.

Earlier last year, the concern was a lack of rain as Brazil experienced the worst drought in 91 years, which forced officials to alert the water flow from the Furnas Lake dam.

The Brazilian navy, which also helped in the rescue, said it would investigate the causes of the accident.

Even in the dry season, in some parts of the lake the movement is so intense that the boats have to take turns to navigate on the lake, said the City Hall press office.
