Hospitals are a great example. When they can't/don't hire adequate staffing like nurses, PTs, OTs, etc., they resort to using a "service" to hire "travelers". The service charges ridiculous hourly fees.
Yes, there are many businesses that hire outside staff, etc. But this is taxpayer money being wasted on a problem they created! They should have a fiduciary responsibility over taxpayer monies and their uses. "Site Manager" isn't a worker bee, they're a managerial representative of the contracted company, who are making beaucoup coin.
